Semantic Web technologies work to formalize descriptions and classifications of concepts. They attempt to reduce the conceptual mismatches that make it so difficult to connect information systems. As you can imagine, many possible approaches and techniques might apply to such a subjective and ambitious undertaking. One important set of techniques is that of Topic Maps .   When topic maps are being interchanged using SGML or XML syntax, topics are represented by <topic> elements. The one-to-one relationship between topics and subjects does not prevent there being multiple ... <topic> elements for the same subject provided that these are merged to form a single topic when the interchange document is processed. Merging can take place on the basis of subject identity or the topic naming constraint. Of course, the fact that two topics do not specify the same subject identity is not sufficient to conclude that the topics do not refer to the same subject; the only thing that can be proven is that there is identity, not that there is not identity. A short explanation for non-English native speakers: In the first example, the verb “to marry” is used once in its normal sense (to get married to), and once is the sense of “to perform the marriage ceremony for”.   Ed. note: This draft of ISO 13250-1 has been produced as a strawman in order facilitate a decision by the Working Group on what form this Part should take. The original proposal for a Part 1 was motivated ... by the perceived need for an introduction to the fundamental concepts of Topic Maps that could be read in isolation from the definition of the Data Model (which is the subject of Part 2). While there cannot be any doubt that the Data Model needs to be at the heart of the standard, it should also be recognized that most of the readers of 13250 will not be implementors. Those people need a clear presentation of the concepts that is not intermixed with data modelling concepts like item types and properties. The problem that has to be solved is how to reconcile these two needs without introducing redundancy. This draft is an attempt on the part of the editors of Part 1 to show what the solution might look like.
