  Far from protecting the environment, most rail transit lines use more energy per passenger mile, and many generate more greenhouse gases, than the average passenger automobile. Rail transit provides no ... guarantee that a city will save energy or meet greenhouse gas targets. While most rail transit uses less energy than bus- es, rail transit does not operate in a vacuum: transit agencies supplement it with extensive feeder bus operations. Those feeder buses tend to have low rid- ership, so they have high energy costs and green- house gas emissions per passenger mile. The result is that, when new rail transit lines open, the transit systems as a whole can end up consuming more energy, per passenger mile, than they did before.   A report launched today by the European Environment Agency shows that road transport remains the single main source of nitrogen oxides (NOx), carbon monoxide (CO) and non-methane volatile organic compounds ... (NMVOCs), and the second-most important source of fine particulate emissions (PM10 and PM2.5) in the EU-27. This report contains essential data that helps understand the evolution of air pollutant emissions since 1990. The report acknowledges that most EU-27 countries have reduced their emissions of air pollutants over the past decades. However, other studies show that pollution continues to undermine local air quality, particularly in urban areas. The report identifies road transport, manufacturing industries and construction, the residential sector and agriculture as the main sources of air pollution in Europe today.   12 Sep 2007 TENDERING IS NOW underway for projects contained in Madrid's 2007-11 transport infrastructure plan, which was approved by the cabinet of the regional government on August 2 with a total budget ... of €2·23bn. The metro network is to grow by a further 11 km at a cost of €740m, including the extension of Line 11 from La Peseta to La Fortuna where contractor Dragados has already begun tunnelling (RG 8.07 p472). Line 2 is to be extended from La Elipa to Las Rosas, and Line 9 by 2 km from Herrera Oria to Mirasierra. To the south of the city, Line 3 is to be extended by 2·8 km from Villaverde Alto to El Casar. Two light rail projects are contained in the 2007-10 plan. A 10 km route in the northwestern suburbs budgeted at €450m will connect a new hospital at Puerta de Hierro with Majadahonda and Las Rozas, while a 3·5 km line is planned to serve Valdemoro in the south of the region.
