Prime Minister promised to cut Britain's carbon dioxide emissions by at least 60 per cent by 2050. He then went further, promising to consider reducing them by as much as 80 per cent, in his first speech on the environment since coming to power. Doing so would require drastic changes to the UK's energy sector, he said, creating new business opportunities. The added value of the low carbon energy sector to the worldwide economy could potentially be as high as three trillion dollars per year, and it could create 25 million jobs, of which one million would be in Britain. Environmental groups gave the speech a lukewarm reaction, however, saying that the Prime Minister would have to back up his words with action. First issued in 2003, the ROE is a plain, easy-to-understand guide that provides the average citizen a resource to follow national trends in the condition of the air, water, and land in the United States. The ROE is also part of EPA's commitment to be transparent to citizens, and to encourage citizen participation. Through the ROE, the public will have a complete picture of where the most environmental progress has been made, and where America needs to do better. The system, known as Siharbor, lets ships berthed in port draw power from the local grid, rather than producing it themselves with onboard diesel generators. Siemens, which developed the technology, says this reduces carbon dioxide emissions by 35 per cent, nitrogen oxides by more than 95 per cent, and fine particulates by 90 per cent. Swedish shipping line Transatlantic is the first customer to use Silharbor. Its vessels just have to hook up to a dockside connection point using a cable and plug-in connector. Although all the vessels that currently berth at Lubeck use Silharbor’s 50Hz operating frequency, on a global scale around two thirds of ships operate at 60Hz. Imagine a world where there was no shortage of energy: where you could drive as far and as fast as you wanted at no cost, and could use as many appliances as you asked for and for as long as you wished. The total empowerment that would arise from that would be sickening. Perhaps more obviously, nor is happiness about the sense of anxiety that the world is spiralling out of control – peak oil, and all that – and there is nothing we can do about it. questioned (28 per cent) by pollsters Populus for The Times agreed that climate change is "far and away" the most serious problem facing Britain, while a further 51 per cent said it was a serious problem, but not as serious as other issues. The findings threaten to undermine Gordon Brown's position at next month's UN climate change conference in Copenhagen, when he will push for international agreement to cut carbon emissions. Brown's hand in negotiations will be weakened if other countries think that he does not enjoy solid public support at home for his stance on global warming. Some 41 per cent of those taking part in the poll agreed that it has been established that climate change is largely due to human activity. The UK's greenhouse gas emissions fell by almost 2 per cent in 2008, official figures have showed. The final estimates for the year showed a fall of 1.9

per cent in the group of six greenhouse gases and a drop of 2 per cent for the most common of them, carbon dioxide. According to the Department of Energy and Climate Change, the decrease is the result of continuing to switch from coal to natural gas for making electricity, combined with lower consumption of fossil fuels in industry and transport. But emissions from households rose by more than 3 per cent, as people used more fossil fuels to heat their homes. Overall, the six greenhouse gases declined from 640.5 million tonnes in 2007 to 628.3 million tonnes in 2008, while CO2 emissions dropped from 543.6 million tonnes to 532.8 million tonnes. There were decreases in emissions from energy supply, transport, businesses and industrial processes, but greenhouse gases from homes - which includes heating but not electricity generation -rose
