On the other side, different experts argue that more regulation will slow down the pace of business and innovation in nanotechnology, or that self-regulation is the answer, or other opposing positions.
The paper draws out the core issues behind the debate and explains that there is more at stake than merely environmental, health and safety (EHS) worries or business interests, as it first appears.

the US. The money will go to researchers at the London School of Economics, Chatham House, the Environmental Law Institute and the Project on Emerging Nanotechnologies. The Commission noted that several transatlantic conflicts have erupted in recent years over how to regulate chemicals, beef hormones and genetically modified food. These disputes have shown the need for better international coordination of risk assessment and management. The project will be coordinated by Dr Robert Falkner, deputy director of the LSE's Centre for Environmental Policy and Governance, and an international relations expert. This in turn prompted the Parties to the UNFCCC to launch negotiations in 1995, which then led to the adoption of the Kyoto Protocol in 1997. When serving as the first chairman of the UN's Intergovernmental Panel on Climate Change from 1988 to 1998, Professor Bolin played a key role in communicating the dangers of climate change. As an eminent organizer and leader, he was instrumental in establishing crucial links between scientists and decision-makers. The IPCC's Fourth Assessment Report and its well-documented findings published last year lead to unprecedented momentum for action on climate change, a fact recognised by the Nobel Peace Prize committee.
